No, that'd be kinda cool. You can set someone on fire by using an alcohol based O/C spray and then hit them with a taser, but it's kind of rare. I saw some video of it though. In one of our cells.
No, the webbing just covers them with it and renders them immobile. I have a better word to use for it, but I done forgot.
